And NHS Mid Essex have become part of Compass, who help tackle problem drug and alcohol use. But last year 2,766 people used specialist alcohol services outside of the established groups.
Dr Gogarty added: "Many people do not know they have problems, so it is our job to identify more of these cases.
"The way in which funding comes in means if you invest earlier you will save money for the NHS in the long run.
"We have not turned a corner yet, but we know through research we have the right services in place, but it will just take time."
